Announcement Regarding the Revocation of the Operating Licences of Payco and Junomoney

The decisions of the Central Bank of the Republic of Türkiye (the "CBRT") dated 21 August 2026 and numbered 12076/21675 and 12077/21676 (the "Decisions") were published in the Official Gazette dated 26 August 2026 and numbered 33352.

Pursuant to the Decisions;

(i) by the decision numbered 12076/21675, the operating licence of Payco Elektronik Para ve Ödeme Hizmetleri A.Ş., and

(ii) by the decision numbered 12077/21676, the operating licence of Junomoney Elektronik Para ve Ödeme Hizmetleri A.Ş.

as electronic money institutions under the Law No. 6493 on Payment and Securities Settlement Systems, Payment Services and Electronic Money Institutions ("Law No. 6493") have been revoked. Payco had been authorised on 28 July 2022, and Junomoney on 20 May 2025.

It is understood that the revocations were made pursuant to subparagraphs (ç) and (e) of the first paragraph of Article 16, and Article 19, of Law No. 6493. The texts of the Decisions do not set out detailed reasons for the revocations. The current list of authorised payment and electronic money institutions is published on the CBRT’s website.

The Decisions entered into force upon their publication in the Official Gazette on 26 August 2026, and the detailed provisions are available in the Official Gazette.
